"The only way to ensure that our natural environment will be protected and preserved is though government penalties and other regulatory measures. No society can rely on the voluntary efforts of its individuals and private businesses to achieve these objectives."

I believe nowadays most individuals in the world would not deny that certain preservation  to natural environment is at best interests of humanity. However, when increasing environmental problems emerged, some begin to argue that only though government penalties and other administering measures will our natural environment be protected in a good manner . .furthermore,  they even  point out that individuals and commercials cannot be depended to become benevolent automatically  to save our nature in any modern societies.To refute it, I  want to illustrate in three aspects: legislation and its implementation , externality and disadvantages for enforcement, the discussion to humankind's incentive and motivation , to say  that regulatory method is not the only way  but a minor way to fresh our natural environment.
